The process generates multiple healthy byproducts. Why Even Do This? The basic facts in very simple terms are... In 2017, the entire GDP for all of America will reach just under $19 Trillion, while combined federal/state/local governments will borrow nearly $1 Trillion and add that to the $8 Trillion collected via all tax revenues, in order to spend $9 Trillion in their overall total of expenditures for the year, $5 Trillion of that total spending juggernaut as *many billions of separate payment transactions* made under all government programs and services regarding individuals, i.e., not just all the many forms of "welfare" ("means-tested") payments and benefit transactions across America, but also every other type of "entitlement" payment out there (MediCare, MediCaid, plus literally dozens of other federal, state and local programs...), every Social Security check, every governmental pension payment, every unemployment check, and the list goes on and on... However, a constant "bleed rate" exists at about 12% average across that entire $5 Trillion and all such many corresponding billions of payment transactions, or, in other words, a whopping $600B+/year is being just thrown away and wasted by our government payment data systems every year, some to actual fraud but even much more because of all the other types of bad information still lurking throughout all these different payment data systems.

Comparing to Private Sector Efficiency Rates:  Every credit card company like Visa, Mastercard, Discover, American Express and others *must* keep their entire total of ALL financial fraud, waste and other "shrinkage" down to a mere fraction of a single percentage point, or else they are simply no longer able to compete with the competition, and they're out of business, forever, period, end of story, not to mention pissing off every shareholder for even considering coming recklessly close to a full percentage point in such fraud and waste. In fact, this is a universal "golden" rule for every type of business enterprise - you either remain proactive and keep all such fraud, waste, and other shrinkage down to less than 1% or you're soon out, game over, finished. Companies continually strive to maintain such loss rates down to one-half percent (0.5%) or even one-quarter percent (0..25%), in order to be able to offer lower customer prices than their competitors offer, afford better raises to retain its own work force, and so forth, because they must remain vigilant to remain in business. It really is that simple. Yet, our governments have continually ignored loss rates routinely ranging between 8% and 15% in most of the major payment programs, losses between 12% and 20% within some of the middle-sized programs, and even higher loss rates from the smaller programs (example: the "Lifeline" free monthly cell phone program is notorious for overall fraud and waste rates exceeding 30%). In other words, while every type of private enterprise routinely maintains a tight grip against such needless losses, our friendly government - which has no competition to keep it straight and true - is literally hemorrhaging all tax dollars being spent daily at fantastically abhorrent ratios of twenty and thirty times (20X - 30X) the maximum acceptable rate of allowed losses occurring within the private sector. It's high past time to clean that all up, nationwide, as much as possible. While an absolute minimum of 75% data cleanup success is easily expected (saving $450B+ every year from now on), the targeted goal of America through this process will be reaching at least 90% success, for saving at least $550B per year, along with all the byproduct benefits (food donations, K-12 schools, etc.), and with reaching 95% success deemed as an A+ grade.

True Fraud vs. All Bad Information:  Sure, a smaller portion of the entire amount of waste committed upon our governmental payment systems every year is due to actual criminal activity, like ID thefts used for actual "fraud" upon the system, stealing payments via using dead people, and similar, but the majority of all such waste is due simply to various bad forms of digital data out there, whether outdated information, outmoded information, duplicate information, stale and stagnant information, an infinite variety of clerical error types, and so forth, plus the worst of all - data records that contain both partially true and valid information along with partially Incorrect and invalid information, for these are the abhorrent kinds of faulty data records that so often mistakenly allow so many other data errors to sneak by unnoticed, in the first place... In the new digital paradigm and reality, your true top priority is to make sure that every level of American government, every U.S. domestic credit bureau, every company that you have an active account with, and even your employer, are all completely "flushed clean" of any inaccurate personal information about you, and retain/use ONLY your actual true data for any and all current and/or future purposes. You need to have all these entities completely audited from top to bottom with any respect to your personal information, also forever shutting out any possible data access from all other entities and their still-bad information.

Scheduled Timetable of Rewards Program:  The thousands of various Food Donation Locations across the country were already established as of October 1, 2016. Sometime prior to the Thanksgiving holiday, Team Trump will announce all final remaining details of these two Programs, with the sole exception of the intricately-involved details regarding the Fed Home Loans hiring incentives for infrastructure jobs to be finalized and announced by the end of this calendar year. Meanwhile, every private and public K-12 school will prepare for massive revitalization efforts by self-assessing their own needs for rehabilitations and repairs, providing those two itemized listings to local government leaders, and then starting community awareness drives to maximize volunteer Rewards Program participant reserved work self-assignments by all parents of their students. While awaiting their own area crop of K-12 school itemized needs reports, local governments already consider other eligible and feasible community service projects to include within the distribution of all such estimated Rewards Program volunteer labor forces available to divide and deploy, the most likely and recommended distribution method being per population within each public K-12 school's residential boundaries.

Implementation Options:  President Trump has already issued various executive orders in alignment with the needs and goals of this very same First Class America plan. President Trump and the Republican-controlled Congress will surely be joined together with most or even all Democrats in solid support for easily ensuring their own re-elections, i.e., in quickly signing-off on this First Class America plan and thereby solving the dire needs of America and of most Americans (voters) everywhere. They will immediately pass an emergency authorization bill to begin prompt implementation of these two Programs, or two separate bills works just fine as well with the Rewards Program bill passed first, or President Trump may certainly, given the self-evident critical nature of these great economic problems, simply issue one or more new Executive Order(s) based squarely upon the painfully obvious national economic security ("NES") concerns for everyone in America, either as major Executive actions themselves (remember, there is not one single penny of any new taxation required for either of these Programs, hence presidential executive power already covers most of these Programs as is... hence consent of Congress is really only needed upon some of the details... and even that is mostly only via a few congressional Committees, not actual floor votes needed...), or the President may issue temporary Executive actions to get things rolling while Congress hammers out a fully-detailed bill or pair of bills. And either way, at that point, regardless how accomplished, all things may engage into full gear, so that all Americans can soon benefit greatly together in a nationwide explosion of economic growth for all.
